Jelena Tadić is an international expert in public-private partnerships, with over two decades of experience spanning the public sector, international organizations, and consulting. She currently serves as Executive Director of PPP Investment, where she oversees the development and implementation of infrastructure projects based on the PPP model across sectors such as energy efficiency, public transportation, road maintenance, district heating, renewable energy, and municipal service management. Ms. Tadić is an internationally recognized evaluator and jury member for the United Nations Economic Commission for Europe (UNECE), where she applies the PIERS evaluation methodology aligned with the Sustainable Development Goals. Her core expertise includes investment analysis, cost-benefit evaluations, risk assessment and mitigation, and the harmonization of project proposals with Serbia’s legal and institutional frameworks. Earlier in her career, she held senior advisory and managerial positions in the Ministry of Health, the Ministry of Regional Development and Local Self-Government, and the Cabinet of the Deputy Prime Minister of Serbia. She played a key role in public administration reform, regional development policy enhancement, and the coordination of complex infrastructure and health sector projects financed by the World Bank, European Investment Bank (EIB), and EU IPA funds. Ms. Tadić holds a degree in International Affairs from the Faculty of Political Sciences at the University of Belgrade and a diploma from the Diplomatic Academy of the Ministry of Foreign Affairs of Serbia. She is also certified by UNECE as a PIERS Project Evaluator and Peer Reviewer. A regular speaker at international conferences, she is a member of the Economic Board of the Institute of the Regions of Europe (IRE) in Salzburg. She is fluent in English, with working knowledge of German and Spanish.
